Lincoln and Sagadahoc Multicounty Jail Authority

The Act to Establish the Lincoln and Sagadahoc Multicounty Jail Authority (the “Authority”) was enacted on May 21, 2003 under Sec. 1. 30-A MRSA c. 17.  Under this act, a Board of Directors was formed to provide for the planning, construction, equipping, operation and maintenance of a common facility for corrections.  The first organizational meeting was held on December 8, 2003 and the initial founding board which consisted of twelve members, six from each County, were sworn in.  Following the founding board, appointment of directors is governed by the Agreement for Operating and Governance of the Lincoln and Sagadahoc Multicounty Jail Authority  which was signed by the Commissioners of Lincoln and Sagadahoc Counties on May 18, 2004.  This Agreement states that the Authority will be managed by a Board of Directors that will consist of twelve members, six from each county, with no restrictions.  The Authority meets no less than six times per year. Regular Meetings are open to the public, and held no less than six times a calendar year.  Committee meetings are scheduled as needed.  Please call Mary Sue Weeks @ (207) 882-2609 for meeting information.

Board of Corrections

In April 2008, the legislature passed An Act to Better Coordinate and Reduce the Cost of the Delivery of State and County Correctional Services.  This legislation created a State Board of Corrections to develop and implement a unified state and county correctional system; and, it capped the amount counties could raise from taxation for the support of corrections to the 2008 level. 

The Board of Corrections is aided by a Corrections Working Group that assists the board in the ongoing improvement of the unified correctional system, and several focus groups including Budget Process, Forensic Evaluations, Inventory of Needs, Pharmacy, Pre-Trial and Transportation.  

Two Bridges is one of four flagship jails under the new unified system, the other three being Cumberland, York and Somerset.  As a flagship jail, Two Bridges houses inmates from other counties and the Department of Corrections as well as serving Lincoln and Sagadahoc Counties.  In October 2009, the Waldo County Jail closed and became a Pre-release Center with a 72-holding facility.  All of Waldo County's inmates are now housed at Two Bridges Regional Jail.  In addition, TBRJ contracts with the Maine Department of Corrections to house up to 25 State prisoners.
